The inspector wants to know who paid for the trip, if a job is waiting for him and ass Pauli tells him his uncle in Chicago is his sponsor, the inspertor wants a proof. But Paili says je has been bullyied on the boat by two men and they stole the letter
Because of the missing letter, because children under sixteen alone aren't allowed to pass the frontier, he is going to be held on Ellis Island till three officials pass on cases like his.
The inspector decides to scratch out the page where Pauli was already registered, took another one and turn the age of fourteen into sixteen so Pauli got his Pauli got his landing card. In my opinion , the inspector took that decision, because Pauli said that he should have said he was sixteen.That maybe sounds like a proof he really had this letter because he had been honest about his age.
As he was looking sixteen, the inspector didn't want to make a mistake, maybe he thought Pauli was a good guy and he took that decision.
